Gilbert S.C. Keith-Agaran received a law degree from Boalt Hall School of Law, University of California at Berkeley and a Bachelor of Arts degree in History from Yale College. Before entering public service, Mr. Keith-Agaran practiced law with Carlsmith Ball LLP in its Honolulu (commercial litigation, construction litigation, land use and administrative law) and Wailuku (general practice) offices.

He is licensed to practice law in Hawaii (active) and California (inactive). He is licensed to practice before the State and Federal Courts in Hawaii, and the Ninth Circuit Court of Appeals. Previously, he served as director of the Maui County department of Public Works and Environmental Management (Jan. 2003 - Jan. 2005) under Mayor Alan Arakawa. He also sat as the Maui County member of the Kahoolawe Island Reserve Commission (KIRC).

In Governor Benjamin Cayetano's administration, Mr. Keith-Agaran chaired the state Board of Land and Natural Resources (BLNR), the executive board overseeing the Hawaii Department of Land and Natural Resources (DLNR) (Dec. 2000- Dec. 2002). As Land Board Chair, he headed the state Commission on Water Resources Management.

He also served as director of Labor and Industrial Relations (Aug. 2000 to Dec. 2000), deputy director of the department of Commerce and Consumer Affairs (Jan. 1999 to July 2000), and first deputy to the chair of BLNR (Jan. 1995 to Dec. 1998). During that time, he sat on the following boards and commissions: Board of Agriculture; Hawaii Tourism Authority; KIRC; Natural Area Reserves Commission; Aloha Tower Development Corporation (ATDC); Agribusiness Development Corporation (ADC); Natural Energy Laboratory of Hawaii Authority (NELHA); Western Pacific Regional Fishery Management Council; Governor of Hawaii's designee, United States Coral Reef Task Force; Hawaii Workforce Development Council; Barbers Point Naval Air Station Redevelopment Commission.

    Mr. Agaran currently serves on the following boards:

Mr. Agaran formerly served on the boards of the Community Clinic of Maui,, Hawaii Justice Foundation, Legal Aid Society of Hawaii, the Young Lawyers Division of the Hawaii State Bar Association, and the Honolulu Japanese Junior Chamber of Commerce.
